UiTM Penang Rector Visits NCUE to Forge New Partnership — Warm Encounters with Malaysian Compatriots Highlight the Trip

Dr. Haji Ahmad Rashidy Razali, Rector of Universiti Teknologi MARA (UiTM) Penang Branch, recently led a delegation to National Changhua University of Education (NCUE) to formalize academic ties. The two institutions signed a Memorandum of Understanding (MoU) and held in-depth discussions on potential collaborations, including the Taiwan Experience Education Program (TEEP), industry–academia partnerships, and post-graduation employment opportunities in Taiwan. The visit also included a tour of Siliconware Precision Industries Co., Ltd. (SPIL).

Throughout their stay, the UiTM delegation enjoyed a series of heartwarming encounters with fellow Malaysians—from NCUE International Office staff members and a chartered taxi driver to restaurant servers and an alumnus now working at SPIL. These unexpected meetings made the guests feel warmly welcomed and offered a glimpse into the diverse opportunities Taiwan provides for international professionals.

Founded in 1956, UiTM is a public university with 35 campuses and more than 460,000 students, making it one of Malaysia’s largest higher education institutions. It ranks among the world’s top 600 in the QS World University Rankings and holds 136th place globally in the Times Higher Education Interdisciplinary Science Rankings. UiTM’s Law discipline is also ranked among just four Malaysian universities listed in this field.

The visiting delegation included UiTM’s Deputy Rector, Head of Mechanical Engineering, a Liaison Officer from its International Office, and a Senior Lecturer at the MBA Program. NCUE’s Dean of International Office, Dr. Lee Hon Man, presided over the welcome ceremony and signed the MoU on behalf of NCUE, joined by Professor Po-Wen Yu from the Department of Physics, Professor Wen-Jan Yang from the Department of Electrical Engineering, and International Affairs Division Head Sally Chang.

NCUE has actively developed initiatives to retain international graduates in Taiwan, such as launching the International Foundation Program and the International Industrial Talents Education Special Program, promoting TEEP, forging corporate partnerships, arranging interviews, and hosting job fairs. In this context, the meeting with UiTM focused on strengthening industry–academia links. The delegation’s visit to SPIL further explored possibilities for academic–industry collaboration and opportunities for student and staff engagement.

The Malaysian connections continued to surprise and delight the guests: their Uber driver was a Malaysian entrepreneur in Taiwan; three of NCUE International Office’s staff members were fellow Malaysians.; SPIL’s assigned liaison was a Malaysian NCUE alumnus; and a Malaysian restaurant server they met will soon begin work at SPIL. These encounters underscored the strong ties between Taiwan and Malaysia, highlighting both institutions’ shared commitment to cultivating internationally skilled talent.
