福岡教大校長來訪 增本校交換名額 教育部放寬弱勢學生交換補助資格 Japan’s UTEF President Visits NCUE, Announces More Exchange Places; MOE Expands Exchange Grant Eligibility for Disadvantaged Students
有意赴日交換的同學有福了!本校日本姊妹校福岡教育大學校長飯田慎司教授日前蒞校訪問,並宣布將提供本校之交換學生名額由原3名增為6名,為有志透過赴外交換提升學習或職涯競爭力的學生創造更多機會。此外,教育部補助經濟與文化不利學生赴外研修的「學海惜珠計畫」,近期放寬申請資格,凡符合條件且規劃於2027年出國交換的同學歡迎洽詢國際處。
本校與福岡教育大學自2009年締結姊妹校並簽署交換學生合約以來,交流成果豐碩,迄今已促成32名本校學生與十餘名福教大學生交換學習;兩校教師往來亦相當密切,近期成果包括飯田校長此次率國際學習中心主任來訪,以及2024年本校教育學院系所主管前往訪問等。當日接待飯田校長一行的師長包括陳明飛校長、曾育民副校長、李漢文國際長以及地理系曾宇良副教授等。
位於日本九州的福岡教育大學為國立大學,具完善師資培育體系,在初等、中等及特殊教育領域具重要地位,亦是本校學生赴日交換的熱門學府。此次名額倍增,展現兩校對深化合作之高度共識。
曾獲教育部2024年「學海飛颺計畫」補助赴福教大交換一年的英語系顏筱臻同學表示,福教大會為交換生規劃日本語文、教育與文化相關課程,學生得依自身日文能力再修習專業或選修課程。交換期間須完成並發表研究論文,雖具挑戰性,卻讓她看見自我的成長與蛻變。
課餘時間,她亦積極參與祭典、音樂會、校內排球社團及日台交流活動,透過書寫日記、影像紀錄與寄送明信片等方式體驗在地生活,不僅日文能力大幅提升,也學會更珍惜當下,用心生活。
為鼓勵學生赴外研修,教育部推動「學海系列」計畫,提供機票及部分生活費補助,包括適用交換學生的「學海飛颺」與「學海惜珠」,以及海外實習的「學海築夢」;其中「學海惜珠」專為經濟與文化不利學生設計,近兩年本校已有3名學生獲得補助,每名金額約40萬至50萬元不等,分赴韓國與西班牙姊妹校研習。
值得一提的是,教育部近期修訂「學海惜珠」規定,放寬適用資格,包括具弱勢學生助學計畫補助資格、父或母領有身心障礙證明,或經各縣市主管機關認定為低收入戶、中低收入戶、特殊境遇家庭、身心障礙者生活補助或弱勢兒少扶助對象等情形之一者,皆可申請。新制將有助擴大具發展潛力學生參與國際學術社群之機會,提升國際競爭力。(國際暨兩岸事務處)
Students interested in studying in Japan have new opportunities ahead. During a recent visit to NCUE, Professor Iida Shinji, President of the University of Teacher Education Fukuoka (UTEF), announced that the exchange quota for NCUE students will increase from three to six places, doubling opportunities for study in Japan.
At the same time, the Ministry of Education (MOE) has relaxed eligibility requirements for its Study Abroad Program for Disadvantaged Students. Eligible students planning to participate in exchange programs in 2027 are encouraged to contact the International Office for details.
NCUE and UTEF established their partnership in 2009. Since then, 32 NCUE students and about a dozen UTEF students have participated in exchange programs. Faculty exchanges have also remained active. President Iida was accompanied by the Director of UTEF’s Global Learning Center during this visit, while in 2024 Professor Tsung-Chain Huang, then Dean of NCUE’s College of Education, led a delegation to UTEF. NCUE President Ming-Fei Chen, Vice President Yu-Min Tseng, Dean of the International Office Hon-Man Lee, and Associate Professor Yu-Liang Tseng of the Department of Geography welcomed the delegation.
Located in Kyushu, UTEF is a national university with a comprehensive teacher education system and a strong reputation in elementary, secondary, and special education. It has become one of the most popular destinations for NCUE students studying in Japan. The expanded exchange quota reflects both institutions’ commitment to strengthening academic collaboration.
Hsiao-Chen Yen from the Department of English, a recipient of MOE funding under the 2024 Study Abroad Program for a one-year exchange at UTEF, noted that exchange students follow a pre-arranged curriculum in Japanese language, education, and culture while selecting additional specialized or elective courses based on their proficiency. Although the required research paper was demanding, she described the experience as transformative.
Beyond academics, Yen participated in local festivals, concerts, a campus volleyball club, and Japan–Taiwan exchange activities. Through journaling and visual documentation, she immersed herself in local life, significantly improving her Japanese skills and gaining a deeper appreciation for cultural exchange.
To support overseas study, the MOE’s Study Abroad Programs provide airfare and partial living subsidies, including scholarships for exchange students—some designated for disadvantaged students—and funding for overseas internships. In the past two years, three disadvantaged NCUE students have received grants of NT$400,000 to NT$500,000 each to study at partner universities in Korea and Spain.
The MOE has recently expanded eligibility for the Study Abroad Program for Disadvantaged Students who qualify under government assistance programs, have a parent with a disability certificate, or are officially recognized by local authorities as belonging to low-income or special family categories may now apply. The revised policy is expected to broaden access to international study opportunities and enhance students’ global competitiveness. (Office of International and Cross-Strait Affairs)
